Türkiye Scholarships (Türkiye Bursları): an application guide
What the Türkiye Scholarships cover, who can apply, how to choose universities and programmes, and how the document review and interview stages work.

Türkiye Scholarships (Türkiye Bursları) is the Turkish government's scholarship programme for international students. It funds bachelor's, master's and doctoral study at Turkish universities, as well as some research and short programmes, and it is open to applicants from almost every country. What the scholarship covers
Türkiye Scholarships is a comprehensive award. It has generally included:
- full tuition at the university where you are placed;
- a monthly stipend, with amounts that differ by study level;
- accommodation, usually in a student dormitory;
- health insurance;
- a return flight ticket at the start and end of the scholarship;
- a one-year Turkish language course before your degree starts.
The exact package is described in each year's call. Check it there rather than relying on figures from other sites.
Who can apply
The main criteria are citizenship (Turkish citizens and some former citizens are not eligible), the level of study, academic results and age. The programme sets a minimum grade average for each level and an upper age limit for each level, and both have changed little over the years, but always read the current call. You must also meet the admission requirements of the programmes you choose. Applicants who are already enrolled in a programme at the same level in a Turkish university are generally not eligible for that level.
The Turkish language year
Most degree programmes in Türkiye are taught in Turkish, so scholarship holders usually spend their first year learning the language at a university language centre (TÖMER), and must reach the required level before starting their degree. Some programmes, particularly at master's and doctoral level, are taught in English; even then, the language year may apply unless you meet the conditions for an exemption. Plan for the extra year when you think about your timeline.
How to apply
Applications are made online through the official application system, and there is no application fee. The steps are usually:
- Create an account on the official portal and fill in your personal and education details.
- Choose universities and programmes. You list several preferences in order. Read each programme's content and admission conditions.
- Upload documents. Typically a passport or national ID, a photo, diplomas and transcripts, a statement of purpose, and for graduate applicants, a research proposal or letters of recommendation, depending on the level.
- Submit before the deadline. The general window has usually been in the first months of the year, but check the current call.
Choosing programmes well
Your preferences matter: the scholarship places you in one of them. Choose programmes where your profile fits the admission conditions, not only the best-known universities in Istanbul and Ankara. Universities in other cities often have strong departments, lower living costs and less competition. Make sure each choice fits the plan you describe in your statement.
The statement of purpose
The statement should explain why you want to study this subject in Türkiye, how it connects to your background and what you will do afterwards. Document review and interview
After the deadline, applications are reviewed against the criteria. Shortlisted candidates are invited to an interview, which may be held in person in some countries or online. Panels usually ask about your motivation, academic background, chosen programmes, plans after graduation and your knowledge of Türkiye. Answer honestly and specifically, and be ready to talk about anything in your application.
After selection
